The Institutional and Legal Aspects of Improving the Transfer System in Figure Skating in Russia

The transfer system in figure skating needs to be improved. Transfers are carried out annually, which lead to legal disputes, which is explained by the lack of necessary regulatory documents and sources of soft law regulating the system at the all-Russian level. The main problem identified in the context of transfers is the impossibility of compensating the costs that a sports organization spends on training student athletes in the process of implementing sports training. The final qualifying work suggests ways to resolve this situation by introducing the Regulations on transfers in figure skating, which provide for the introduction of compensation payments for the training of athletes. The study presents the experience of testing similar regulatory standards in other sports, analyzes the boundaries and volume of the figure skating market, and also presents a draft Regulations on transfers, the development of which took into account the opinions of leading experts from the environment: athletes, coaches and functionaries.
