In practice, the underfunding of education in relation to constitutionally guaranteed obligations is reflected in the growing supply of paid educational services outside of school, which contributes to the formation of social inequality. In part, the way out of this situation was to provide educational organizations with the opportunity to provide paid educational services. In this regard, the example of Moscow is indicative not so much because of the highest indicators, as by measures to ensure them. The uniform requirements of the founder to the directors of the capital's schools do not take into account the specifics of the location of a particular educational complex in the conditions of a differentiated urban space of a megalopolis. In reality, this leads to a reduction in revenue. This determines the practical need to study ways to adapt the management of paid educational services to the conditions of a certain area.
