Seminar "Russian state policy towards open Science in Russia"

We invite you to take part in the seminar of the Doctoral School of Sociology and the International Laboratory for Social Integration Research!

The seminar will be held online on April 15 at 6:10 p.m. (Moscow time).
The seminar will be attended by Roman Karikh, a PhD-student of the 3rd year of study, research assistant at the ILSIR with a report on "Russian state policy towards open Science in Russia".
The supervisor is Roman Abramov, PhD, Professor, a Leading Research Fellow at our Laboratory.
The debater is Andrey Kozhanov, Senior Lecturer at the Department for Social Institutions Analysis, Researcher at the Institute of Sociology of the Russian Academy of Sciences.

In 2021, the UNESCO presented a draft Recommendation on Open Science to the UN member States, in which it outlined the generally accepted definition, common values, principles and norms of open science in an international context and proposed a set of measures to promote the fair and equitable implementation of open science methods for all at the regional and international levels. UNESCO defines open science as "a framework concept that unites various movements and forms of activity aimed at making scientific knowledge in various languages open, accessible and reusable for everyone, expanding scientific cooperation and information exchange for the benefit of science and society, and opening up the processes of creating, evaluating and disseminating scientific knowledge for social actors who are not part of the traditional scientific community." The key principles of this concept are open scientific knowledge (open access), open scientific infrastructure, open scientific communication, open participation of social actors and open dialogue with other knowledge systems. This project is the result of many years of development of the concept of open science in Europe. Open science enjoys some popularity in Russia, but here the development of this concept is slower in accordance with the prevailing features of the institutional environment.

Comparing the development of open science concepts in Europe and Russia, the report will highlight the critically important role of the state in the Russian context, which actualizes the study of Russian state policy towards open science as the main driver of its development. The seminar will present the results of an analysis of Russian public policy in relation to open science using the Advocacy Coalition Framework, including a description of the general structure of the political subsystem in relation to open science and the results of its influence.
