Regular version of the site

Curriculum

HSE has several course types that are not expressly spelled out in the curricula. They differ by target audience, selection mode and assessment. The Programme curriculum has the following course types:

MAGOLEGO – or elective courses from the University-wide pool – are a custom name for a set of courses that all Master’s students in Year 1 must choose from.

OPEN OPTIONAL COURSES are courses from different fields of study that can be taken by students of ANY faculty/year/programme. These courses are open not only to HSE students, but also to students from other Moscow universities and other individuals. Open optional courses are studied out with degree programmes. In the 2016/17 academic year, students were offered over 50 bespoke open optional courses in economics, management, technology, mathematics, natural sciences, humanities and social sciences.

MASSIVE OPEN ONLINE COURSES delivered by leading HSE faculty members are openly available on Coursera and the Russian national platform Open Education


The curriculum aligns with the Programme’s mission and objectives. It also reflects the demands of potential employers and the Russian public sector in general, and ensures that students acquire the knowledge and competencies required for employment in governmental bodies and public sector organizations. Students develop knowledge and competencies in the field of public administration, state regulation, public financial management, public procurement, development of programmes and projects in the public sector, analytical approaches to substantiating and making executive decisions. A special emphasis is placed on applied public administration in different domains. Students acquire negotiation skills and understanding of information technologies used in public administration. Students also learn to resolve pressing administrative problems in public sector organizations by participating in project-based research seminars.
