Transfer and reinstatements to the educational program

The transfer to an educational program for students from other educational programs and institutions is regulated by the Rules for the Transfer of Bachelor's, Specialist's, and Master's Degree Students of the National Research University "Higher School of Economics" and Bachelor's, Specialist's, and Master's Degree Students of other educational institutions to the National Research University "Higher School of Economics" (The following - the Transfer Rules).
The transfer for education on educational programs is carried out for:
- budget places;
- places with payment of tuition fees.

The following categories of students can claim a budget place:
1. Students studying at HSE on tuition-based places and entitled to transfer to budget places in accordance with the Procedure and cases of transfer of persons studying in vocational and higher education programs from paid to free education, approved by the order of the Ministry of Education and Science of the Russian Federation of June 6, 2013, №433.

2. HSE students studying at HSE branches in the same fields of study or specialties to which they are transferred to HSE, but on other educational programs.

3. Students who previously studied at HSE in fields of study or specialties different from those to which they are transferred, simultaneously with restoration at HSE.

4. Students studying at other educational institutions in the same fields of study or specialties to which they are transferred to HSE.

5. Students studying at other educational institutions in fields of study or specialties different from those to which they are transferred to HSE.
*The transfer of a student to another educational program within HSE must be agreed with the dean of the faculty from which the student is transferring.

Only students studying on tuition-based places can be transferred:

-students studying at HSE, HSE branches, and other educational institutions on tuition-based places;

-students studying at HSE on budget places and having no more than two academic debts in disciplines that are mandatory for the educational program to which they wish to transfer.

Deadlines for submitting applications for transfer

• From June 1st to June 15th;

• From December 1st to December 15th

Information on the transfer procedure to an educational program, as well as a list of required documents, can be found at the following links:

-for students of a foreign educational organization.

We would like to draw the attention of students from other educational organizations who are applying for transfer, that the application for an educational program is preceded by the submission of an application for transfer through the specialized electronic service "Unified Window for Transfer Applicants" (more details in section 3 of the Transfer Rules).

The procedure for submitting applications for the transfer of students to educational programs at HSE involves submitting the application and necessary documents directly to the educational program's academic office for "Corporate Research, Development and Innovation Management" (more details in section 4 of the Transfer Rules).
