Representatives of key Russian employers joined the Academic Council of English-taught Master’s programme “Governance of Science, Technology and Innovation”

The English-taught Master’s programme “Governance of Science, Technology and Innovation” was launched by the Institute for Statistical Studies and Economics of Knowledge, Higher School of Economics in 2014. The constant development of the programme is ensured by the Academic Council which controls the programme contents and quality in order to increase demand for its graduates either in Russia or abroad. The Council members are internationally recognised research fellows from George Washington University, United Nations University, University of Ottawa, University of Manchester and Harvard University.
At the same time it is really important for the programme to attract prominent representatives of Russian corporations, government ministries and agencies which may become potential employers for programme graduates. On 21 March, 2016, five new members joined the Council:  Igor Agamirzyan, CEO of Russian Venture Company, Artem Shadrin, Director of the Department of Social Development and Innovations, Ministry of Economic Development of the Russian Federation, Sergey Salikhov, Director of the Department of Science and Technology, Ministry of Education and Science of the Russian Federation, Maxim Nedzvetskiy, Head of Directorate, public joint-stock company "Gazprom", and Leonid Sorkin, General Director and Vice-President of Honeywell in Russia.
Here is what the new Council members say about the Master’s programme “Governance of Science, Technology and Innovation”:

Igor Agamirzyan
CEO of Russian Venture Company

"Education and skills of new professionals is the most significant and competitive resource for innovation development of our country. Moreover, human resources along with new opportunities, which are provided by dynamically evolving technologies, are the key factor of scientific and technological breakthroughs of any country. Being the world leader in higher education requires not only financial and time investments but human resources as well.
In order to run an internationally recognised educational programme, it is necessary to involve leading researchers, practitioners and government body representatives who show highly professional competences, charisma, innovative attitude and creativity, and can be available for students. These features are appropriate to all members of the Academic Council, which so far has included mainly international researchers. However, today the key representatives of Russian employers can contribute to this programme as well.
The programme was launched only 2 years ago but it already achieved significant results. Five international agreements on students exchange and double degree programmes with leading European and Asian universities were signed; the students continue to get internships in such international organisations, as Organisation for Economic Co-operation and Development in Paris and Center for Social Innovation in Vienna. This contributes to both regular development of the programme and the position of manager in the field of science and technology".

 Artem Shadrin
Director of the Department of Social Development and Innovations, Ministry of Economic Development of the Russian Federation

"Cooperation between the Ministry of Economic Development of the Russian Federation and HSE has a successful history. The university prepares relevant and highly demanded analytical materials and represents Russia's interests on innovative development in OECD. The Institute for Statistical Studies and Economics of Knowledge (ISSEK) is known as the largest world-class academic and research center in Eastern Europe which combines scientific research with the development of innovation and educational activities. In terms of international Master’s programme ISSEK employees, guest lecturers and members of the Academic Council equally support new student research teams and the development of common projects with venture funds and large high-tech companies".

Sergey Salikhov
Director of the Department of Science and Technology, Ministry of Education and Science of the Russian Federation

"I am convinced that interest towards science is generated in universities. Our goal is to create effective instruments to support young researchers’ careers at all stages of the research process – from the emergence of idea to its commercialisation. It is especially important when the researcher faces dilemma whether to become an international scientist or pursue a career in business or government. Attracting professionals with different career tracks, the Master’s programme “Governance of Science, Technology and Innovation” provides an outstanding example of how to increase the interest of younger generation towards science and fulfil their research and entrepreneurial potential. This programme is managed by international and Russian leaders from academic, government and business communities. Such cooperation enables to provide the unique format of the programme, which takes into account global trends and agenda at micro- and macro-levels, and control its quality in accordance with international standards and the best world industrial practices".

Maxim Nedzvetskiy
Head of Directorate, public joint-stock company "Gazprom"

"Governance of Science, Technology and Innovation" is an ambitious goal which requires competences to deliver results under a high level of uncertainty and risk. Today global challenges and rapid science and technology development influence managerial skills and competences in field science and technology. Managers have to demonstrate their ability to work on several interdisciplinary projects together with the other professionals with different background, experience, skills and approaches. Corporations are seeking for professionals who are capable to create conditions for efficient innovation activities and transform ideas into highly demanded products. In my opinion, graduates of the Master’s programme “Governance of Science, Technology and Innovation” will represent a new generation of professionals with the mentioned skills and meet market demands in the field of science, technology and innovation".

Leonid Sorkin
General Director and Vice-President of Honeywell in Russia

"As the representative of multidisciplinary and project-oriented international corporation, I would like to emphasize that the intensive development of diversified business requires not only experts in science, technology and engineering field but efficient managers and professionals in science, technology and innovation policies as well. These professionals should demonstrate up-to-date knowledge and excellent managerial skills. Therefore, I consider annual update and improvement of programme study plans and course outlines to be crucially important. Besides, student research projects, which bring practical value and contribute to the development of engineering and R&D units of international companies, should also be supported and developed by the programme.
The special feature of the pioneering Master’s programme “Governance of Science, Technology and Innovation” is that the cooperation between the Council members and the students can guarantee a high level of training of future Russian professionals in the field of science and technology. Moreover, I give prominence to the programme internship opportunities for students both at the Institute for Statistical Studies and Economics of Knowledge and at the leading international research centers and partner universities".
