Participation of Artem Portnov in the 28th session of the UN Framework Convention on Climate Change (UNFCCC) and 59th session of the UNFCCC Subsidiary Bodies (SBs)

The 28th session of the United Nations Framework Convention on Climate Change (UNFCCC) and the 59th session of the Subsidiary Bodies (SB) of the UNFCCC were held in Dubai (UAE) from November 30 to December 13, 2023. The expert group of the Russian delegation for participation in the UNFCCC meetings included a student of the Master's program “World Economy”, Artem Portnov - Chief Specialist-Expert of the OECD Division of the Department of Multilateral Economic Cooperation and Special Projects of the Ministry of Economic Development of Russia.

Artem Portnov was directly involved in the negotiations on the Fair Transition Program track, represented the position of the Russian Federation and participated in the negotiation of the final decision on the program elements within the framework of the 5th session of the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement.

Artem shared his impression from his participation in the events: “It was a very useful and unexpected experience. I always wanted to see the negotiation process from the inside, to participate in it. In moments like these, one realizes that he has chosen the international focus and the problems of the world economy for a reason”.
