Monitoring of Innovation Activity of Enterprises

Since 2009, as part of the HSE Basic Research Programme, the Institute for Statistical Research and Knowledge Economics has conducted a specialized survey of enterprises’ innovations and technological strategies. The main objective of the project is to collect quantitative data that characterize the innovative development of Russian businesses for evidence-based fundamental and applied research, and thereby keep the professional community abreast of new developments in the business sector and contribute to professional discourse.

The monitoring measures the following key aspects:

  • The innovative behavior of enterprises, the diversity of strategies and models of innovative activity, the economic effects of innovation, and factors determining the effectiveness of innovative efforts of business. Special attention is paid to issues related to the interaction between business and science and the transfer of scientific and technological results to the real sector of the economy.
  • The technological dimension of enterprises, the introduction and use of modern production technologies, and the methods of production organization. The empirical base characterizing the joint use of the latest technologies and approaches to the management and organization of activities is collected, which provides insight into the technological and organizational complexity of modern production activities and allows researchers to situate both individual enterprises and types of economic activities in this system of coordinates.
  • The digital transformation of enterprises. The extent to which key digital technologies have been implemented is measured. At the same time, the joint monitoring of digitalization and innovative development of organizations provides a unique level of system elaboration and mutual linkage of these areas of research.
  • Enterprises’ demand for state support measures in the field of innovation and the effects of current support measures on various dimensions of the national innovation system.

The Institute for Statistical Studies and Economics of Knowledge (ISSEK) at HSE University estimates the trajectories of 76 economies in the Global Innovation Index (GII) from 2017 to 2021 and analyses recipes for innovative success.

Russia has improved its position in the Global Innovation Index (GII) 2021, ranking 45th among 132 economies and closing the distance to leading countries thanks to better performance in all areas of research, innovation, and creative activities. For the past several years, the Institute for Statistical Studies and Economics of Knowledge (ISSEK) at HSE University has provided advice on the research underlying the index. This year, ISSEK became one of the nine members of the GII Academic Partners Network.

Based on the analysis of big data, the Institute for Statistical Studies and Economics of Knowledge (ISSEK) of the Higher School of Economics has identified the most significant digital technologies already used or introduced in the global and Russian manufacturing industry.
