Morocco, Italy, and South Korea Found Common Interests in Russia
The students from nine countries took part in the HSE International Winter School. In addition to various student presentations, lectures, and consultations by experts, the school programme also included role-playing games.

The HSE International Winter School took place outside Moscow at the beginning of February 2014. The HSE Public Policy Department, along with the School of Asian Studies and the Faculty of World Economy and International Affairs, presented the Department’s new master’s programme.
The students, all with different backgrounds, hailed from nine countries — Morocco, Italy, Germany, Croatia, Serbia, Albania, Cyprus, Montenegro, and South Korea. Not only political analysts, but also lawyers, specialists in international affairs, economists, and cultural experts took part in the event.
More than 30 foreign students applied to participate in the winter school on public policy. Ten students were selected on the basis of their willingness to apply to the Master’s Programme in Public Policy, developed by the HSE Public Policy Department.
In addition to various student presentations, lectures, and consultations by experts, the school programme also included role-playing games. Edgar Demetrio Tovar-García, Associate Professor of the HSE Public Policy Department, shared his research on the factors that influence Russian students to want to continue their education. During her lecture, ‘Why Does Public Policy Conquer the World?’, Department Head Nina Belyaeva explained the reasons behind the growing interest in public policy problems, and in organizing schools and research groups in this area. The interdisciplinary character of public policy and its focus on solving specific problems is one of the chief reasons behind the surge in interest.
A role-playing game, ‘How Can Public Policy Save the World?’, grew out of one of the lectures. Here, participants had to define a burning global issue and suggest possible solutions. Of the issues discussed, global inequality was recognized as the thorniest since the unequal development and distribution of resources and authority are the main sources of almost all other world problems.

Over the past 10 years, approximately 2,000 international students have taken courses offered through the programme. HSE Continues Admission for International Applicants
The number of applications has nearly doubled: as of today, more than 2,600 applications have been submitted for undergraduate programmes, and more than 2,400 for master's programmes. This increased interest from international applicants in studying at HSE confirms the university's status as one of the most sought-after Russian universities abroad.
