In Memory of Vladimir Kogan, Member of HSE University Board of Trustees

On June 20, Vladimir Kogan, member of the Board of Trustees of HSE University and Chairman of the Supervisory Board of the Uralsib Bank, passed away. He was 56 years old.

Thanks to his support, the Endowment for Academic Mobility was established, allowing more than 50 high-achieving HSE students to complete internships at foreign universities and gain new experience and knowledge. After his death, dozens of students will continue to receive annual support in the form of mobility grants.

Vladimir Kogan was born in 1963 in Leningrad. In 1989, he graduated from the Leningrad Civil Engineering Institute. He first went into business in the early 1990s - his companies were engaged in the sale of automobiles and office equipment. In 1994, Kogan became a shareholder of Promstroybank of St. Petersburg, in addition to being named Deputy Chairman of the bank’s Supervisory Board. In 1997 he stepped in as the head of the newly created CJSC St. Petersburg Banking House, which by the end of the 1990s took over several major St. Petersburg industrial enterprises. In the early 2000s, Kogan and his partner in Promstroibank, David Traktovenko, began selling their assets. The largest of them, Promstroybank, was sold to VTB Bank.

After that, Kogan worked in the public sector. From 2008- to 2011, he was the Director of the Construction Department of the Ministry of Regional Development. In 2012, he served as the head of the Federal Agency for Construction and Housing and Communal Services (Gosstroi). In this capacity he served as Deputy Minister of Regional Development for several months. In November 2015, Kogan bought an 82% stake in Uralsib Bank.
