HSE University Confirmed as Top Performer in Russian Academic Excellence Project 5-100
Initiated in 2013, the Russian federal initiative, Academic Excellence Project 5-100, aims to maximize the competitive position of leading Russian universities in the global research and education market. On October 26, the Project Council concluded its seventh annual meeting in Moscow. At the meeting, delegations from participating universities presented reports of their progress in improving their international competitive edge.
From the first days of the project, HSE University has maintained its position as a leading university in the project. This year, HSE once again entered the top ranking group of universities participating in Project 5-100.
HSE Rector Yaroslav Kuzminov, First Vice-Rector Vadim Radaev, Vice-Rector Maria Yudkevich, Senior Director for Strategic Development Irina Karelina, and Scientific Director of the Institute of Education Isak Froumin presented HSE University’s progress to the Council.
Based on the results of each university delegation’s presentation, the Council has traditionally divided all of the participating universities into three groups. With no change from last year, this year’s top group included HSE; ITMO University (University of Information Technologies, Mechanics, and Optics, St. Petersburg); National Research Nuclear University MEPhI (Moscow); the Moscow Institute of Physics and Technology; MISiS National University of Science and Technology (Moscow); Novosibirsk State University; and Tomsk State University.
The universities are grouped based on the following factors: their placement in international rankings; their research, educational, international, and financial activity; and their standing an assessment performed by the Council. The grouping determines the amount of state support the universities receive from the Russian federal government in the form of subsidies from the federal budget.

HSE University had to work hard to expand into a multidisciplinary research university with an international profile. This process involved strengthening some programmes and completely revamping the status of others for the international academic sphere. Now HSE University ranks among the top 3 Russian universities in terms of size and most indicators.
‘The main aim of Project 5-100, in accordance with the decree of the President of the Russian Federation, is helping Russian universities enter the top 100 of world rankings,’ says Irina Karelina. ‘And HSE has proved itself to be up to the task: we currently hold 6 positions in the top 100 of 3 international subject rankings in 5 subject areas—the QS, THE, and ARWU rankings. In addition, we’ve made significant progress in 10 additional subject areas, including a new one for our university—computer science and physics.’
The Project 5-100 Council is a permanent advisory body formed to evaluate and promote the competitiveness of Russian universities.
Russian Deputy Prime Minister Tatyana Golikova serves as Council Chair, while the Russian Minister of Science and Higher Education, Mikhail Kotyukov, and the Supervisor of the Skolkovo Moscow School of Management, Andrei Volkov, serve as Deputy Chairs.
The Council consists of leading foreign and Russian experts with experience in similar projects aimed at improving higher education systems in other countries.
According to the press service of the Russian Ministry of Education and Science, the Council recommended that the Russian the Ministry of Science and Higher Education provide state support to all participating universities of the current 2020 project.
Deputy Prime Minister Tatyana Golikova noted that, as last year, universities participating in the competitiveness programme will be allocated about 10 billion rubles.
At a previous meeting with members of the Council and rectors of participating Project 5-100 universities, Prime Minister Dmitry Medvedev confirmed the need to continue the project and Russia’s state support. For 2020, a new university competition is planned, and for 2021, a significant increase both in the number of university participants and state budgetary support is planned for the competition enhancement programme.
The Council also made recommendations on adjusting the requirements for the selection of new universities to be included in the competition enhancement programme. Minister of Science and Higher Education Mikhail Kotyukov emphasized that the list of requirements for the competition will be adjusted to ensure that 5-100 participants from all federal districts of the country are included in the updated and expanded programme of the project.
‘We expect that about 50-60 universities from different regions will be considered for participation in the competition enhancement programme, so as to ensure representation of all federal districts of Russia. For this, the selection procedure, as well as, possibly, the allocation procedure of federal budgetary funds will be changed. We will have to work out these questions in detail in the coming month,’ said Minister Kotukov.
In accordance with the federal project, ‘Young Professionals (Improving the Competitiveness of Vocational Education)’, which is part of the national ‘Education’ project, additional universities will be considered in 2020 for inclusion in the project. Beginning in 2021, it is estimated that at least 30 universities (at least one from each federal district) will join the competiveness enhancement programme. The new programme will be the successor of Project 5-100, which will complete its final year next year.

A team of HSE researchers—Nataliya Matveeva, Ivan Sterligov, and Maria Yudkevich—have analyzed the research activity of universities participating in Russia’s Academic Excellence Project 5-100. Overall, the quality of publications of these universities has improved. Collectively, participating universities have tripled their number of publications in reputable journals in the past three years, and researchers have begun to collaborate with each other more frequently. The study was published in the Journal of Informetrics.
International Council Recognizes HSE as Leader in Project 5-100
The Higher School of Economics was recognized as a leader among Project 5-100 universities following a recent session held by the Council on Competitiveness Enhancement of Leading Russian Universities among Global Research and Education Centers. The session took place in Yekaterinburg on October 27-28 and was chaired by Olga Golodets, Deputy Prime Minister of Russia.
Sharing Best Practices in Internationalisation at the EAIE Annual Conference in Seville
On September 12-15, HSE took part in the 29th Annual Conference of the European Association of International Education, which was held this year in Seville, Spain. As a part of Study in Russia, a joint exhibition pavilion organized by the Russian Academic Excellence Project 5-100, HSE held over 90 meetings with current and potential partners to discuss student mobility and other cooperation opportunities.
HSE Among the Leaders in Project 5-100
HSE has become one of three Russian universities to receive maximum points for the implementation of the Russian Academic Excellence Project.
