HSE Rector Nikita Anisimov Joins Presidential Council for Civil Society and Human Rights

The corresponding decree was signed by Russian President Vladimir Putin. HSE will focus on providing expert support to the council in improving the effectiveness of the science and education system, developing civil society institutions, and protecting citizens' rights.

The Presidential Council for Civil Society and Human Rights now includes HSE Rector Nikita Anisimov, journalist Alexander Malkevich, and Chairman of the Federation of Independent Trade Unions of Russia Sergey Chernogaev. The presidential decree on changes to the council's line-up is published on the official website of legal acts.

The Presidential Council for Civil Society and Human Rights is an advisory body to the head of the Russian state. Its task is to assist the president in exercising his constitutional powers in ensuring and protecting human and civil rights and freedoms, offer insight into the situation in this area, promote the development of civil society institutions, and prepare proposals for the president on issues within the council's competence.

Council Chairman Valery Fadeyev considers the recent changes important and beneficial. ‘I believe this is a very significant presidential appointment for us,’ he said in an interview with the TASS news agency. Speaking about HSE Rector Nikita Anisimov, he emphasised, ‘We [the council] are deeply engaged in education, and when we address certain issues, we need research. HSE University conducts a wide range of research.’

Nikita Anisimov noted that HSE is ready to make a substantial contribution to the council's work. 

‘At HSE University, we see our primary task as providing expert support to the Human Rights Council’s work, both in matters related to improving the science and education system (where HSE is a national leader) and in the development of civil society institutions and the protection of citizens' rights. The university has accumulated extensive experience in studying advanced legal practices, supporting the non-profit sector, volunteer movements, and regional development. HSE staff have been involved in the council's work for many years. I am confident that we will establish high-quality and productive cooperation that will benefit the entire country,’ said Nikita Anisimov.
