On October 19th, HSE Rector Nikita Anisimov became the first rector to visit the Luhansk People’s Republic (LPR), as part of a delegation following the Republic’s accession to Russia. During meetings with acting Head of LPR, Leonid Pasechnik, and the Republic’s Prime Minister, Sergey Kozlov, they signed an agreement between HSE University and LPR Government on strategic cooperation in education and research.

HSE University will become a centre of expertise for LPR universities in terms of analysis, teaching and learning methods, and legislature, providing a framework for a seamless introduction of the republic’s educational institutions into the Russian academic environment.

As part of the strategic cooperation between HSE University and LPR universities, the partners will launch development programmes for Luhansk universities, mobility programmes for academics, managers, and students, as well as joint intellectual projects aimed at supporting the republic’s most talented students.

HSE University will cooperate with LPR universities in research: developing and implementing joint research projects, organising conferences, seminars, roundtables and other academic events. There are plans to implement this new complex model of cooperation in higher education developed by HSE University in other Russian regions as well.

‘HSE University has vast experience and huge untapped expert potential. Universities are drivers of economic development in their relevant regions. The agreement includes interaction on a wide range of issues. We, as a government-founded university, will help them develop in various fields as experts and as professionals. We believe that experiences must be shared delicately and with respect to tradition. Our long-year practice of collaboration with universities in different Russian regions has proven that we are capable of this’, said HSE Rector Nikita Anisimov.

‘Integration of educational systems is an essential task after the LPR’s admission to Russian Federation. In these terms, help provided by experienced partner universities will be important. We know that HSE University staff members are world-class academics, renowned teachers, authors of unique programmes, and experts who have helped many regions to build more effective educational systems. Today, as part of our meeting with the HSE University delegation headed by Nikita Anisimov, we joined our efforts to determine both immediate and long-term actions that can lead us to a new quality of education in Luhansk People’s Republic’, emphasised acting Head of LPR Leonid Pasechnik.

‘HSE University is launching a new format for supporting national educational systems, which is based on a comprehensive approach and integration of all parts of the educational system within a certain territory, taking into account its tasks and specific features, as well as the principle of high-quality lifelong learning’, said Irina Karelina, HSE Vice President.

During the visit, HSE University Rector visited LPR universities, as well as participating in a session of the Council of rectors of the republic’s universities and a project meeting with administration teams from LPR universities.

Hari the Robot Recommends

We created Hari the robot and named him after Hari Seldon, a character who can predict the future in the works of science fiction writer Isaac Asimov. He is based on a machine-learning model that selects news based on the behavioural metrics of HSE website users.
