Excessive State Control in the Fishing Industry
State control measures governing fish production in Russia are excessive: they hinder effective delivery of produce to ports, render the registration of freight consignments more difficult and complicate vessel operation. These are the findings of analysts from the Higher School of Economics (HSE). Total losses in the sector from shortcomings in regulation might reach RUB 17 billion a year and yet control measures continue to tighten.
In the race for standard costs: from Tilburg to Wiesbaden
Over the last three years, Associate Professor Daniil Tsygankov from the HSE Institute of Public Administration and Governance has been studying how the Netherlands, Germany and Russia all introduce the standard cost model, a promising tool for assessing the impact of state regulation on business. A round table was held as part of the 17th April International Conference under the title of “Future Regulation”, dedicated to the problems and prospective directions of development of the state's regulatory policy. Workshop held in Tashkent on improving the regulatory impact assessment system
On 14 May 2015 the Institute for Monitoring of Current Legislation (IMCL) under the President of Uzbekistan, in collaboration with the UN Development Programme in Uzbekistan, held a workshop as part of implementation of the project "Support to the Enhancement of Lawmaking, Rulemaking and Regulatory Impact Assessment", entitled: “Further improvement of regulatory impact assessment in Uzbekistan as an essential tool for modernization and improvement of the quality of national legislation”. The opening was marked by an address by IMDZ Director Farrukh Mukhamedov.

Regional authorities do not engage much in regulatory impact assessment
More than one half of Russian regions are nominally engaged in the formation of the institution of regulatory impact assessment (RIA). Experts from the Regulatory Impact Assessment Centre at NRU HSE have revealed that assessment specialists have not undergone the requisite further training, analysis of the consequences of regulatory innovations for business and society are systematically overlooked and funds are allocated for pilot projects and training merely based on the leftover principle. That said, a number of regions are growth points for “smart regulation”.
RIA in Russian and Eurasian Economic Union
Director of the RIA Centre, IPAMM NRU HSE and independent expert of the Consultative Committee for Entrepreneurship under the EEU Supervisory Panel Daniil Tsygankov gave a video interview to the PROVED information and analytical portal (St Petersburg), speaking about the present-day state of regulatory impact assessment in Russia and the Eurasian Economic Union. We recall that since 1 April 2015 the majority of decisions of the EEU, which may have an impact on business conditions, may not be taken without allowance for RIA and public consultations with the business community.
Regulatory impact assessment entrenched in Agreement on Eurasian Economic Union
The Agreement on the Eurasian Economic Union, executed on 29 May in Astana, stipulates in particular the duty of the Eurasian Economic Union to perform regulatory impact assessment (RIA) of draft resolutions, which may impact upon conditions for doing business. Heading for a new regulatory policy for Russia
On 14 March the National Research University - the Higher School of Economics held the international practical workshop "Development of Smart Regulation Mechanisms: heading for a new regulatory policy for Russia".
Andrey Klimenko, Director of the Institute for Public and Municipal Management of the NRU HSE opened the event and served as moderator on the first panel.
Charles-Henri Montin, Senior Advisor on regulatory matters for the French Finance Ministry and editor of the international Smartregulation.net blog, appeared with a keynote speech, describing the potential of best practices in the regulatory policy of OECD countries and throughout the world as regards the applicability of Russian realities.
RIA in Lipetsk Region
On 21 November, under the support of the Administration of Lipetsk Region, the Lipetsk Chamber of Commerce and Industry, together with the RIA Centre of the Higher School of Economics (Moscow) held the second in-depth workshop for department heads in regional and municipal administrations, heads of regional and municipal administrations on the subject: “Development of the Institution of RIA (Regulatory Impact Assessment) in Lipetsk Region”.
RIA in St Petersburg and the Leningrad Region
On 5 September St Petersburg hosted a workshop titled Development of the institution of RIA in St Petersburg and the Leningrad Region, which was attended by representatives of the regional authorities and business associations of St Petersburg and the Leningrad Region. Director of the RIA Centre at IPAMM NRU HSE Daniil TSYGANKOV addressed the workshop, paying particular attention to the fact that the Higher School of Economics now offers a full-fledged distance learning course in RIA (72 hours), to run from 23 September until 4 November 2013, and which will issue a state-endorsed certificate upon completion.

On 29 May 2013 the Federal Customs Service hosted a workshop on the application of a regulatory impact assessment mechanism.

Director of the RIA Centre Daniil TSYGANKOV and invited specialist from the Centre M.Y. SOROKIN presented a report Parliamentary RIA – International Practice and Prospects for Russia at the workshop The Role of Regulatory Impact Assessment and Socioeconomic Review in the Preparation of Legislative Initiatives, conducted as part of the session for heads of analytical departments of legislative (representative) and executive government agencies of Russian Federation constituent entities.
A roundtable on RIA is held at the Parliament Centre of the IPA CIS
On 13 December 2012, the Parliament Centre of the Interparliamentary Assembly of CIS member states hosted a roundtable entitled 'Specific steps to implement an effective procedure for regulatory impact assessment in St Petersburg and the Leningrad Region'. Director of the RIA Centre of the Institute for Public Administration and Municipal Management of NRU HSE Daniil TSYGANKOV presented a keynote report 'Regulatory Impact Assessment in the Russian Regions - Implementation Options'.
How do you regulate regulation?
On 11-12 June an OECD seminar was held in Berlin, devoted to improving the assessment of the performance of public regulation. IPAM NRU HSE Director Andrey KLIMENKO and director of IPAMM’s Regulatory Impact Assessment Centre Daniil TSYGANKOV took part in the seminar.
For a more active and broader discussion of laws at the stage of their preparation
On 24 May the St Petersburg Chamber of Commerce and Industry hosted the conference Prospects for the introduction and further development of a procedure for assessing regulatory impact in constituent entities of the Northwest Federal District of the Russian Federation.
As part of this event, Director of the Regulatory Impact Assessment Centre of the Institute of Public and Municipal Management of the NRY HSE Daniil TSYGANKOV presented a report and gave an interview to the Dialog agency.
Costly regulation
Business people want to evaluate decisions of the authorities before they are taken. Daniil Tsygankov, director of the Regulatory Impact Assessment Centre at the Higher School of Economics, is certain that the concept of 'smart regulation', which has appeared in the EU strategy, is also applicable in Russia.
