Andrey Lavrov Appointed HSE Director for Public Relations

On October 9, Andrey Lavrov was appointed Director for Public Relations at HSE University. Mr. Lavrov previously oversaw public and media relations of Russia’s Ministry of Finance, where he served as Aide to First Deputy Prime Minister and Minister of Finance of Russia Anton Siluanov.

Andrey Lavrov will oversee external and internal communications, work to further advance the university’s brand, and expand HSE’s presence in new media. His responsibilities also include cooperating with non-profit and governmental institutions.

Until present, Andrey Lavrov has worked as Aide to Russian First Deputy Prime Minister and Minister of FinanceAnton Siluanov. At the Ministry of Finance, he supervised the Press Service, participated in organizing the Moscow Financial Forum, and was responsible for the Ministry’s external communications.

Andrey Lavrov holds the public service class rank of Actual State Councillor of the Russian Federation, 3rd class

Before entering public service, he worked at Vneshekonombank in external communications.

Andrey Lavrov earned a degree in journalism from the Russian State University of Humanities in 2006. He began his career as a journalist in the economic editorial departments at TASS, Gazeta, and Komsomolskaya Pravda, as well as in the ‘government pool’ of journalists.
