Every year, HSE University helps students move out of the dorms and into apartments by providing partial reimbursement for rental costs.
This year, the university will grant 2,000 reimbursements (1,500 of them for new applications, and 500 for those who are continuing to receive reimbursement funds). The size of the reimbursement will be equal to last year’s—10,000 roubles monthly from September 1, 2020, to June 30, 2021.
Negotiate all the conditions and details of your accommodation in the apartment with the owner in advance. Don’tforgetto ask the landlord if they would be willing to have you registered at the address of the apartment. (When you rent an apartment, it is the landlord’s responsibility to processes your registration.) Please read more about registration here.
The following students are eligible for apartment rental reimbursement: all second-, third-, and fourth-year bachelor’s students; second-, third-, fourth- and fifth-year students in specialist programmes; second-year master’s students, and doctoral students who will be enrolled full time at HSE University during the reimbursement period (September 1, 2020 – June 30, 2021). Those who are graduating by November 1, 2020 are not eligible.
As last year, first-year doctoral students will be eligible for the selection: they will be reimbursed from November 1, 2020 to June 30, 2021.
All applicants should have lived at the university dorms or Sevastopol Hotel for at least three months before the selection. Students who were living in the Tourist and Kosmos hotels in the period of January-March 2020 and then moved to the university dorms are also eligible.
The applicants must be full-time students and mustn’t be on leave (sabbatical or maternity).
Students will have enough time to choose an apartment and pack. The move-out deadline is July 31, 2020.
Applications will be accepted from May 1, 2020, to June 15, 2020.
Bachelor’s, specialist’s and master’s students (including those who passed the selection last year and were receiving reimbursement in 2019/2020) should apply in LMS: fill out all the fields, attach a scan/photo of your SNILS (Russian social security card, not required for foreign citizens), INN - taxpayer’s registration number (or a screenshot from the tax service website), all pages of your passport that carry information, a scan/photo of the front side of your bank card, and the full details of your bank account.
Doctoral students can apply via email by writing to otbor2020@hse.ru: complete the form and send it via email with the following attachments: a scan/photo of SNILS (not required for foreign citizens), INN - taxpayer's registration number (or a screenshot from the tax service website), all pages of your passport that carry any information, a scan/photo of the front side of your bank card, and the full details of your bank account.

Applicants who fail to attach all the necessary supporting documents will not be included in the list of reimbursement recipients in 2020/2021.
In addition, applicants will have to sign an agreement to terminate their contract with the dorm before July 21 (to do this, please contact the dorm director) and leave the dorm before July 31.
Students can opt out of the reimbursement payments anytime by notifying Nadezhda Nozhnova at nnozhnova@hse.ru

The lists of students who have passed the selection will be published within five working days after the application deadline on the website of the Office for Dormitory, Guesthouse and Recreation Centre Management.
The final list will be published no later than August 20, 2020.
