Three Vice Rectors Join HSE Senior Management

Irina Martusevich was appointed Vice Rector responsible for HSE University Staff, Elena Odoevskaya was appointed Vice Rector for coordinating HSE digital projects, and Dmitry Zemtsov (who previously held a similar position at Far Eastern Federal University) was also appointed Vice Rector.

HSE University Vice Rector

Irina Martusevich will be responsible for effective cross-functional coordination between HSE management bodies and the interaction of HSE collegiate management bodies (including the Rector's Office, Academic Council, Board of Trustees, and Supervisory Council) with the aim of implementing a unified functional management approach across all university regions.

Irina Martusevich started working at HSE in 2016. She headed the university staff, coordinated the development of document management processes and the electronic document management system, oversaw organizational and documentation support of HSE management activities, and monitored the execution of the documents and decisions of HSE University management bodies.

Elena Odoevskaya

HSE University Vice Rector

Elena Odoevskaya will be engaged in creating and implementing HSE University’s unified digital transformation strategy, coordinating the activities of the HSE Digital Office to provide technological support for internal university business processes, developing the university's partnership with digital economy companies and strengthening its position on external expert platforms.

Elena previously worked as assistant and senior assistant to the Rector. She was responsible for organizing and supporting HSE's interactions with the government, ministries, departments, and representatives of public organizations and commercial companies on expert and analytical activities, developing and implementing national and federal projects, and developing HSE as a digital university both on external platforms and within the university community.

Elena is member of the working group ‘Digital Economy Personnel’ and head of the ‘Workers for Digital Economy’ expert group of the Competence Centre.

Dmitry Zemtsov

HSE University Vice Rector

Dmitry Zemtsov will coordinate activities aimed at implementing HSE University’s social mission, promoting project-based learning mechanisms, and developing HSE's interaction with graduates and extracurricular projects in the university community. In addition, Dmitry will supervise work related to the development of student organisations.

Valeria Kasamara, who was previously responsible for these activities, will now focus on the development of the Institute for Applied Political Studies as its director.

Dmitry Zemtsov graduated from the Faculty of Philosophy at Lomonosov Moscow State University. He has worked in the Rector's Office of Moscow State University, was Vice-Rector for Academic Affairs of Moscow Polytechnic University, and has worked as Vice-Rector for Development at Far Eastern Federal University since 2017. He heads the Kruzhok Movement of the National Technology Initiative and the National Technology Initiative Olympiad project under the ANO Russia – Land of Opportunity platform. He is member of the expert council of the Agency of Strategic Initiatives and the public council of the Federal Agency for Youth Affairs. Dmitry Zemtsov is a winner of the Leaders of Russia 2020 management competition.
