Additional Information on Self-Isolation Rules in Dormitories

HSE University is guided by the legislation of the Russian Federation in its activities to prevent the spread of COVID-19. So, those who have come into contact with a COVID-19 patient must self-isolate (in observation, at a place of residence) for at least 14 calendar days from the date of their last contact with a COVID-19 patient or until their recovery (in the event that the disease progresses).

At the same time, persons who have undergone a full course of vaccination against COVID-19 within the last six months, as well as those who have had COVID-19 within the last six months, are not subject to isolation in the absence of COVID-19 symptoms.

However, the Moscow government has the legal right to independently establish rules to ensure safety. In some cases, HSE University receives instructions from the Moscow Government, represented by the Moscow Anti-COVID Task Force, requiring those who have come into contact with a COVID-19 patient to self-isolate. Such instructions, along with restrictions imposed by Rospotrebnadzor (Russian Sanitary Authority), are mandatory for the university.

By order of Rospotrebnadzor and the Moscow Anti-COVID Task Force, those living in HSE dormitories and who come into contact with someone infected with COVID-19 must self-isolate for a period of at least 14 calendar days from the date of their last contact with a COVID-19 patient or until their own recovery.

The above instructions do not apply to those who have completed a full course of vaccination against COVID-19 within the last six months (if they have a valid certificate of vaccination for a vaccine approved in the Russian Federation), or those who have official confirmation of prior COVID-19 infection within the last six months (in the absence of symptoms of the disease). Confirmation may take the form of a negative PCR test (carried out at the expense of the university at the request of the student) or a certificate from a medical organization.

Safeguarding the health of students, teachers and staff is a critical priority of HSE University. We urge students and staff to take care of their own health and that of others, and to observe all necessary anti-COVID measures.
