Victoria Panova Appointed Vice Rector of HSE University

She will work to form new avenues for cooperation with the international community

The changing geopolitical environment, the ‘pivot to the East’, and the growing role of multipolarity in the world require adjusting approaches to the university’s international cooperation. It is for this reason HSE University is reinforcing its efforts in this area.

Vice Rector Victoria Panova will work to form new avenues for the university’s cooperation with the international community and integration in international projects with key international partners in the Asia-Pacific Region, Africa, and Latin America. Vice Rector Ivan Prostakov’s functions and responsibilities will remain unchanged.

Victoria Panova has vast collaborative experience with partners through multilateral associations and organizations (eg, G8, G20, BRICS, APEC, etc).

Previously, she held the positions of Vice Rector for International Relations at Far Eastern Federal University, Advisor to Director of the Russian Institute for Strategic Studies, Associate Professor and Deputy Head of the Department of International Relations and Foreign Policy at MGIMO.

Victoria graduated from MGIMO Faculty of International Relations and defended a dissertation for the Candidate of Sciences degree in History. She is the author of several research papers, which she has actively published both in Russia and abroad. She is a Life Member of Сlare Hall, University of Cambridge; she has held internships at the London School of Economics and Political Science, University of London, BRICS Policy Center, and PUC-Rio. She is a member of the Senior Council at the Russian International Studies Association and at the Russian International Affairs Council, and she serves as the official Russian representative (sherpa) at G20 Women 20.
