Financial Reception Office Opens at HSE University

On September 4, the Financial Reception Office opened at the HSE University building on Krivokolenny Pereulok. The new space allows HSE University students and employees to talk face-to-face with representatives of the university’s financial service, whose purpose is to provide effective and fast responses to incoming requests.

The Financial Reception Office will provide a range of services for HSE University students, employees, and departments. Students will be able to receive scholarship certificates and sign exit checklists, while university employees will be able to receive salary certificates, issue payments, social security benefits, and advance reports for business trips. Departments will be able to submit primary documents on paper, receive primary documents and payment orders, process the transfer of tangible assets, and receive official memos.

The opening ceremony was attended by HSE University Vice Rector Shamil Ahmetov, Senior Director for Financial Technologies Leonid Novikov, Head of the Financial Reception Office Svetlana Hasanova, and Project Manager for the creation of the Financial Reception Office Yury Neretin. Shamil Akhmetov cut the ceremonial ribbon and thanked his colleagues for the colossal work they have done.

‘The Financial Reception Office was conceived as part of the concept to modernise the administrative system. Over the past year, we have gone from concept development to practical implementation. In the modern environment, it is necessary to improve the operational efficiency of our division and become more open to clients. After the launch of the Financial Reception Office, interaction with employees and students will become more transparent and comfortable,’ Shamil Akhmetov noted.

The vice rector explained that in the process of creating the Reception Office, a separate managerial area was allocated where qualified employees work with customer requests in a one-stop-shop mode.

‘In the future, we will increase the number of Financial Reception Office services depending on customer demand. Feedback will allow us to continuously improve our work and enhance the quality of services. We also plan to increase integration with other areas within the back office,’ concluded Shamil Akhmetov.

Senior Director for Financial Technologies Leonid Novikov talked about the background to the creation of the Financial Reception Office.

‘HSE University has been growing and developing for a long time. New areas of work have appeared, and the organisational structure has become more complex. This also applies to the university’s financial service. The number of services that the reception office provides to employees and students has increased every year. At some point, their number reached such a level that employee navigation across our departments became difficult. As a result, my colleagues and I decided to open the Financial Reception Office,’ said Leonid Novikov.

Yury Neretin said that the university’s financial unit had been developing according to the service model principle. This means that the department has a single catalogue of services that an employee or student can use. ‘So, in a single personal account, there are cards with descriptions of financial services and instructions on how to obtain them and how long it will take,’ said Yury Neretin.

The Financial Reception Office is open from 9:30 am to 6 pm at 3a Krivokolenny Pereulok. Visitors can get to the office through the central entrance to HSE University on 20 Myasnitskaya Ulitsa. A convenient navigation system has been set up inside the building.

The Financial Reception Office is equipped with a reception area, a waiting area with furniture, an information stand with up-to-date information about services, and wireless internet access.

Initially, visitors will be accompanied by a manager who will help if any questions arise and refer them to the required specialists. In the future, an electronic queue system will be introduced to automate the process. Eventually, it is planned to create a virtual Financial Reception Office, which will make it possible to use the services remotely.
