HSE has received several questions from students who participated in the competition for financial assistance for rental appartments. Here, we answer the main questions and explain the situation.
The criteria for participation in the competition were announced in advance. 3rd and 4th year bachelor’s, second year master’s and doctoral students (except for those who graduate on November 1) were all eligible to take part in the competition. According to the rules, they must live in HSE dormitories (students who had been absent for more than 30 days over the previous three months were excluded from the competition) and have no rental debts.
The participants were ranked according to when they applied for assistance. But those who had already received assistance, met the criteria, and wanted to extend the assistance period, were given priority, regardless of when they applied.
The list of recipients published on July 10th contained some errors. This was not the result of malicious intent, the mistakes were purely technical (for example, some names were included twice).
It is, the final list has been revised and all recipients have been chosen and informed about the decision.
They are not on the list. The reason for this is beyond HSE's control. On July 8th, amendments to the Federal Law ‘On migration registration of foreign citizens and stateless persons’ came into force. There has been a significant change: universities no longer have the right to register foreign citizens (except for those who live in their dormitories) at their legal address.
International students must be registered at their place of residence. For every violation of this rule, universities can be fined up to 500,000 roubles.
This is why it has become impossible for foreign citizens to receive assistance under these competitive conditions. But HSE will keep supporting overseas students. The university will make a separate list of international recipients with an additional condition. They must provide information on temporary registration at their actual residence by August 25th.
