International Expert to Lecture on Public-Private Partnership

On September 17, the HSE Perm will host an open lecture by Professor Hodge on the phenomenon of public-private partnership. Graeme Hodge, Professor of Law at Monash University (Australia), studies issues of social and economic policy, public administration and law in Europe, Australia, the Philippines, Indonesia, and China. 

The subject of public-private partnership is one of the most debated topics among authorities and business leaders in Russia and abroad. On April 26, 2013, Russia’s State Duma adopted a bill on public-private partnership in the first reading; it is currently working to prepare the bill for a second reading, including through parliamentary hearings.

Global experience shows that public-private partnerships are a convenient mechanism of interaction between government and business when it comes to addressing important and socially relevant issues. This model of interaction is not ideal, however, as it has pros and cons.

How do public-private partnerships differ from public procurement and other forms of contractual relationships? How does this model of interaction develop? How do we measure its effectiveness? These issues will be discussed at Professor Graeme Hodge’s open lecture. Professor Hodge has worked with the OECD, the European Commission, the UN, the Asian Development Bank, and the Government of Australia on issues of legal administration, public policy and public-private partnerships in Australia, Europe, Indonesia, the Philippines and China. He has published 12 books and more than 100 articles on social and economic policy, public administration and law.

Professor Hodge’s research on public-private partnerships is known worldwide. His works address issues of management, performance assessment (e.g., value for money, accountability and legitimacy) and best practices of public-private partnerships. One of the most frequently cited papers on public-private partnership by Professor Hodge (Hodge, G.A. and Greve, C. (2007), ‘Public-Private Partnerships: An International Review’, Public Administration Review, US, May/June, 67 (3) pp 545-558) – has already been read by students for four years in the HSE Perm’s Master’s program in Public and Municipal Administration. This year, students will have the unique opportunity to discuss the article directly with the author.
