HSE Governance Structure

General administration of the University is carried out by an elective representative body - the Academic Council of the University. The Academic Council is elected by a Conference of research and teaching staff with the participation of representatives of other categories of staff and students of the University. The Academic Council defines key directions for the University's development, including its educational and research activities, and also approves the financial, economic and social development plans of the University.

Direct administration of the University activities is carried out by the Rector of the University. The Rector, as well as the Academic Council, is elected by a staff conference. The University Rector manages the University on the principle of undivided authority and holds personal responsibility for the quality of education and financial activities of the University. Under the Rector an advisory body is created, called the Rector's Council At the Rector'c Council sessions, key issues of the University's current operations are discussed.

Academic supervision of the University's activities is carried out by the Academic Supervisor of the University.

The President of the University participates in the creation of the University Programme of Development and represents the University in relations with governmental bodies, NGOs, professional and business associations and unions. He carries out general administration of the activity of the University's Board of Trustees. The President's responsibility is to create benchmarks and guidelines for the University's educational and methodological procedures on the basis of international experience and results of the latest research in Russian economics. The President also defines the overall policy of attracting sponsorship for facilities and equipment to the University.

Deans of the Faculties administer the activities of the Faculties. At the Faculties representative bodies are elected, called Academic Councils of Faculties.

Board of Tenured Professors is an independent body at the University, the duties of which includes strategic issues of the academic and educational mission of the University. Decisions of the Boardare advisory.
