The timeframe for submitting applications for Academic Merit Bonuses (Tier 2) is February 1 – March 15. The list of individuals who have been awarded Academic Merit Bonuses is posted on July 20.
Staff members who work at HSE University as their main place of work shall have their publications considered as long as they list the following:
- an affiliation with HSE University;
- 0 or 1 affiliation with an organization (Russian or foreign) that is not an academic institution;
- 0 or 1 affiliation with a foreign university;
- 0 or 1 affiliation with the Independent University of Moscow.
Staff members who are engaged in work activities at HSE University as affiliated employees and competing for a Tier 3 bonus shall have their publications considered as long as they list the following:
- an affiliation with HSE University;
- 0 or 1 affiliation with an institution of higher learning (Russian or foreign);
- 0 or 1 affiliation with an organization (Russian or foreign) that is not an academic institution;
- 0 or 1 affiliation with the Independent University of Moscow.
Staff members who have worked for less than one year at HSE University and whose publications do not feature an HSE University affiliation may be assigned a Tier 3 bonus only for one publication that has the largest estimated size.
This doesn’t concern new faculty members who work as affiliated employees at basic departments with RAS Institutes in the Faculties of Physics, Chemistry, Biology and Geography. For these categories of employees, publications, in addition to affiliation with HSE, should feature two affiliations with non-academic organizations (including an affiliation with a partner institution from the fixed list).
Bonuses for academic success and contributions to HSE University’s academic reputation (Tier 2 bonus) shall be allotted for publications with a sole affiliation with HSE University.
Bonuses for regular publications in international peer-reviewed academic journals shall be set in the event a candidate has the following in all works for which the bonus is assigned:
- affiliations with HSE University;
- 0 or 1 affiliation with an organization that is not an academic institution.
Should a publication be found not to list an affiliation with HSE University, the decision on whether to pay an Academic Merit Bonus is delegated to the Bonus Committee.
The status of applicants and their co-authors is determined according to information on employment status at HSE University that is available as of June 15. If the employment status of co-authors changes after this date (employment, transition to a new position, change in workload, and dismissal), the amount of the academic bonus for the applicant is not recalculated.
The bonus shall be set proportional to the share of the pay rate in place for faculty staff members.
In the event of multiple pay rate shares, the shares are added together and the total number of shares cannot exceed 0.5 FTE.
To set a bonus for academic or managerial staff (determined by the major share of pay rate) the teaching load should be at least 0.1 FTE. In this case, teaching load that has not been formalized is not considered.
One of the conditions for evaluating a book submitted for a level 2 Supplement is that the applicant meets the research productivity assessment, which is determined by the aggregate of points for publications of the previous year and the year before. Publications from the current year (the year of the campaign for allowances) are not considered. The threshold value in points is determined in accordance with Annexes 1 and 2 of the OPA Regulations and depends on the position of the applicant, ranging from 12 to 18 points.
Candidates may be eligible for a Tier 2 bonus for academic success and contributions to the University’s reputation after they have reached the required number of points awarded for the results of academic activities of the previous year and the year before. Publications from the current year (the bonus campaign year) are not considered.
The required number of points is determined according to Annexes 1 and 2 to the RPA Regulations and depends on the applicant’s position and varies from 12 to 18 points.
