The Anniversary XXX International Conference "Three Decades of Russian Media Legislation: Results and Prospects"

On December 21-22, 2021, the International Scientific and Educational Center "UNESCO Chair on Copyright, Related, Cultural and Information Rights" together with the Faculty of Law and the Faculty of Communications, Media and Design of the Higher School of Economics will hold the XXX International Conference "Three Decades of Russian Media Legislation: Results and Prospects".

Annual scientific and practical conferences dedicated to the anniversary of the adoption of the Law of the Russian Federation of December 27, 1991 "On the Mass Media" already have become a tradition. The authors of this law permanently take part in it - Corresponding Member of the Russian Academy of Sciences, Doctor of Law, Professor Yuri Baturin, Doctor of Law, Professor Mikhail Fedotov, Ph.D. in Law Vladimir Entin, - prominent Russian and foreign lawyers, theorists and practitioners of mass communications, state and public figures, including representatives of specialized committees and commissions of the chambers of the Federal Assembly of the Russian Federation, federal executive bodies, the Presidential Council for the Development of Civil Society and Human Rights, the Public Chamber of the Russian Federation, the Federal Chamber of Lawyers, the Unions of Journalists of Russia and Moscow, as well as practicing lawyers, students, graduate students and teachers of the faculties of law and journalism of many Russian and foreign universities, researchers of various research centers, etc.


Participants of the Conference are invited to discuss:
  • trends and prospects for the transformation of Russian media legislation in the context of the expansion of the ecosystem of mass communications;
  • actual problems of law enforcement practice in the field of mass communications;
  • conflicting issues of protecting human and civil rights, the legitimate interests of society and the state in the field of mass communications;
  • actual problems of protection and commercialization of intellectual property created in the field of mass communications;
  • problems which face Russian media, journalists, and bloggers in terms of protecting their rights and legitimate interests abroad, as well as prospects for international cooperation in the field of mass communications, etc.

The second day of the conference will open with a memorial round table "The Unknown Pages of the Formation of Russian Legislation and Law Enforcement Practice in the Media Sphere".

It is presumed that the Conference will be held remotely on the Zoom platform (a link for remote access will be sent to registered participants additionally). If sanitary and epidemiological rules will soften, the conference will be implemented in a hybrid format.

The beginning of the conference is at 11 o'clock (Moscow time). Registration is required; participation is free; working languages: Russian and English.

The UNESCO Chair at HSE accepts applications for participation in the conference as a listener until 12/19/2021. Acceptance of the applications for participation in the conference as a speaker ends on 17.12.2021.

As a result of the conference, the most interesting reports and scientific statements will be published in a quarterly journal«Works on Intellectual Property)», published by the HSE Publishing House. The journal is included in the List of peer-reviewed scientific publications of the Higher Attestation Commission.
