October 30-31, 2013 National Research University Higher School of Economics (HSE) hosts its Annual Conference 'Foresight and STI Policy', organised by ISSEK. "No!" – this was the answer to the question "Will Russia become one of the leading countries in high tech manufacturing?" voiced in the debate in Technopolis "Moscow" on October 1. The negative answer was chosen by more than 70% of the voters. The results of the discussion could have been different if the questions had been more specific (such as whether Russia can take leading positions in high tech in 2020 or in certain sectors that could act drivers of innovative development of the country), Director of the ISSEK Foresight Centre Alexander Sokolov said.
On 24th of October has been held seminar from series "Culture Matters" with the presentation of Irina Plotka, PhD, Professor at Baltic Psychology and Management University College (Riga, Latvia), on following topic: "Implicit methods for studying ethnic attitudes. Experience in experimental researches".
In October 2013 HSE launched the first stage of the evaluation of the publication activity of scientific personnel (further “Evaluation”). One of the three conditions for a successful attestation is to issue a working paper (WP) of the HSE Basic Research Program (HSE BRP). In October “Science, Technology and Innovation” series of working papers launched by ISSEK hit the first place in number of WP downloads in SSRN among all HSE BRP WP series.

From 18th till 21st of October on the base of the ILSCR, the short training course “New perspectives in studying leadership phenomena” took place. The lecturer was Rolf van Dick, PhD, Professor, Scientific head of Center for Leadership and Behavior in Organizations (CLBO), Germany.
