Course Syllabus

Abstract

This mandatory 5 credit course is designed as a foundation course in policy analysis. It not only considers how policy interventions are identified, designed and analysed, but it gives concise guidance in the up-to-date state of art analytical tools available in 2021. The course provides historic and modern examples of policy-making projects and reviews practical guidebooks and training materials produced in the recent period. The course consists of three parts. The first part introduces policy analysis, its major objects of research, major key points in its historic development and discusses what the field may look like in a near future, affected by new emerging technologies, such as blockchain and AI. The second part is the analytical toolbox of selected methodologies that can be used in policy analysis. The third part is designed to practice skills that are required for the profession of policy analyst and to be familiar with most common formats of policy analysis (policy briefs, policy evaluations).

  • The goals of the course are - to provide theoretical background in understanding policy analysis as applied social science field and profession of a policy analyst; - to equip students with methodological tools in order to be able - to design new policy analysis projects and to choose matching methods for evaluating such projects; - to familiarize with recent trends in demand from policy-makers (evidence synthesis, project management) and technologies affecting the field (blockchain, AI, big data). - To guide students in applying different analytical tools and practicing trial projects to analyze policy projects.
