Course Syllabus
Abstract
This discipline introduces students to public procurement, a topic that is widely discussed in political and public circles, since, on the one hand, a significant part of the state budget is spent on public procurement and there are high risks of corruption, on the other hand, competently conducted procurement allows the highest quality provision of public needs.The purpose of the course is to acquaint students with how the public procurement and contract management system works, how competitive mechanisms are used to select suppliers, how the government uses public procurement as a tool for priority tasks implementing.Particular emphasis is on a systematic approach to public procurement management, which includes all stages from needs planning, procurement planning, to the stage of contract management. We will study the main procurement methods - tender, auction, request for quotations, etc. Based on the example from Russia and other countries, we will analyze the main global trends in public procurement, such as digitalization, the transition to sustainable and circular procurement.The course covers a wide range of topics, from the role of public procurement for the development of the state economy, study of procurement procedures, and ending with the management of risks. The course is interdisciplinary, affecting the areas of law, economics and management. It is supposed to work with legal acts, public procurement information systems, with cases on public procurement in Russia.The course is useful for those who plan to work in government and organizations, making purchases, and for those who plan to work in business, managing supplies for public contracts.
