Abstract

Курс призван дать как теоретические знания, так и практическое понимание текущих изменений в секторе государственного управления, происходящих благодаря цифровой трансформации и внедрению передовых инструментов информационных технологий. Начиная с основных принципов государственного управления, мы рассмотрим вопросы взаимодействия правительства и общественности, регулирования и его ограничений, институциональных условий, определяющих подходы к администрированию, а также концепции governance и электронного правительства. С этими знаниями студенты перейдут ко второй части курса, в которой они изучат логику и принципы цифровой трансформации в государственном секторе, примеры технологических решений (включая искусственный интеллект) для процедур государственного управления, а также различные связанные с этим кейсы управления и мониторинга проектов в государственном секторе. The course is designed to provide both theoretical knowledge and practical understanding of contemporary developments in public administration and management made possible by digital transformation and the introduction of advanced ICT tools. Starting with the basic principles of government, we will cover issues of government and public participation, regulation and its limitations, the institutional conditions that define government, and the concepts of governance and e-government. With this knowledge, students will be introduced to the second part of the course, in which they will study the logic and principles of digital transformation in the public sector, as well as examples of ICT solutions (including artificial intelligence) for public administration procedures, as well as various related cases.
