Course Syllabus
Abstract
The course looks at the phenomenon of government relations, introduces the basic concepts of GR, structures and actors involved in GR. Students will study different manifestations of GR in Russian politics, regulatory framework and institutes that allow business and the state to interact, and how different actors may influence the decision-making process pursuing their interests.
Learning Objectives
- To introduce students to universal approaches that allow analyzing government relations in different countries of the world;
- To introduce students to the main demonstrations and key features of the government relations in Russia.
Expected Learning Outcomes
- considers the cooperation processes between commercial organizations and government agencies from the point of view of the concepts of political science
- understands how the theories of government relations are implemented in practice
- knows the regulatory framework for the functioning of various institutions acting as mediators between the government and business in Russia
- is familiar with different forms of public-private partnerships in Russia
Course Contents
- Introduction: Government relations basic concepts and approaches;
- Think Tanks;
- Public–Private Partnerships (PPP) in Russia;
- Special zones with tax benefits in Russia;
- Regional and Urban Policy;
- Geoanalytics and big data for business and public administration;
- Introducing environmentally friendly business processes in industrial manufacturing
Assessment Elements
- • Seminar tasksAt each seminar, a practical comparative or analytical task will be given for individual or group performance. The practical task will correspond to the topic of the seminar and the corresponding section of the discipline.
- • Group presentationEach seminar, excluding the first one, will also feature a group presentation - so, there will be 6 presentations in total. The students should form groups beforehand and choose any large private company for analysis. The presentation is, in essence, a developed GR work plan for the year for chosen company. The presentation is to last no more than 20 minutes, with 10 additional minutes reserved for the questions from the audience.
- • ExamThe exam will not be mandatory. If any student has a grade over 4 in the formula calculation according to the proportion (weight of control element without exam equals weight of element with exam / 0.7), they can choose not to come to the exam, and their grade in accordance with that formula will be their final grade. In case they choose to come, the with exam formula will be applied instead. The exam will be conducted in the form of presentation covering the material of both lectures and seminars.
