Open Doors Day of the English-language Master's Programme (MP) 'Science, Technology and Innovation Management and Policy’ was held online on January 18. The MP has been implemented by the Institute for Statistical Studies and Economics of Knowledge HSE University since 2014. Academic Supervisor – Distinguished Professor Dr. Dirk Meissner, Associate Professor Valeria Vlasova and Manager Liana Sarkisyan introduced the programme’s benefits, alumni career trajectories and admission process.
Dirk Meissner emphasized the MP’s main advantages:
- students master management of two interrelated areas: business and public policy;
- highly renowned Russian and foreign professors, researchers, businessmen teach at the programme, combining theory with analysis of specific cases and practical classes;
- most of the courses are author's, based on the lecturers’ unique personal experience and current research results;
- career development opportunities at the international level: studying in English in an international environment together with students and teachers from different countries;
- possibility of obtaining two diplomas of HSE and a foreign partner university.
The programme includes compulsory disciplines (advancing the most important competencies in management of science, technology and innovation) and elective courses (allowing to choose the trajectory of management or policy).
Important elements are Mentor's Seminar "Scientific Research Methods for STI" and Project Seminar "From Digital Trends to Strategy Development". During study, foreign and Russian experts introduce to students the actual tasks of innovation management. Students learn to identify long-term trends and challenges, generate new ideas, and make evidence-based strategic decisions.
The main goal of the programme is to teach students the ability to "Analyse, Anticipate and Innovate".
Valeria Vlasova shared the results of alumni survey in 2022, presenting data on career prospects. More than 250 students have completed our programme by 2022, 83% of them are employed, 67% in commercial organizations. For a future career, the majority of graduates have chosen the IT field (34%), consulting and auditing are next in preference, 13% of respondents explore the research trajectory. Our graduates occupy middle managers or senior positions. Most of the masters have moved up the career ladder, were promoted after graduation and note the contribution of the programme and the education received to these positive changes. The average monthly salary of a graduate is 265,000 rubles. 86% of our students highly appreciate the quality of professional training in the programme.
Liana Sarkisyan introduced admission to the programme in 2023. Several admission trajectories are opened.
Earlier admission: 1 flow - applications are accepted from February 1 to March 27; 2 flow – until May 15. Winners receive personal invitations to admission (March 31 and May 25, respectively). After receiving the invitation, you need to submit documents for admission to the Master's programme within the established time frame: for Russian and CIS citizens; for foreign citizens.
Admission based on the Olympiads results. Diploma holders of the first degree (the maximum score in the portfolio competition) of the Olympiad "Высшая лига" - for students and graduates of any university, citizenship and year of study. Medalists (maximum score in the portfolio competition) All–Russian Olympiad of students "Я — профессионал" in the areas of management and economics.

Admission campaign to Master’s programmes: from June 19 to July 25.
For citizens of the Russian Federation and the CIS, there are 25 budget and 10 commercial places on the programme.
Foreign citizens submit applications from November 1, 2022 to August 13, 2023. For candidates of Russian government scholarship - until April 1, 2023.
Number of places for foreign citizens: 10 scholarships and 10 commercial.
Enrollment is based on the results of the portfolio competition (CV + motivation letter) and face-to-face interview.
