From a Dorm to an Apartment: Move during the Summer with HSE’s Support!
HSE students who are interested in moving from a dorm to an apartment can obtain financial support from the university. For the 2019/2020 academic year, HSE students who live in a dorm will be offered 1,350 monthly reimbursements amounting to RUB 10,000 each.
Who Can Claim Reimbursement?
The programme is open to students who, from September 1, 2019 to June 30, 2020, are studying in the third and fourth years of an undergraduate programme, the third, fourth and fifth years of specialist’s programme, or the second year of a Master’s programme, as well as all doctoral students who will be studying at HSE as of November 1, 2019. Reimbursements for first-year doctoral students will be paid from November 1, 2019, to June 30, 2020.
Students who are already participating in the programme and comply with the requirements may apply for a prolongation of their payments.
Students who want to leave their dorm should be living at an HSE dorm or the Sevastopol Hotel for at least three months before the selection starts, as well as be full-time students who are not on any kind of study leave (sabbatical, maternity or parental).
Are International Students Eligible for the Reimbursement?
Yes, they are! However, they must provide confirmation of their temporary registration at their de-facto place of residence by the end of August.
According to the federal law ‘On Migration Registration of Foreign Citizens and Stateless Persons,’ the university does not have the right to register foreign citizens at their statutory address, with the exception of those living in dormitories. Therefore, international students should be registered at the address of their de-facto residence (that is, the apartment owner should take care of the registration).
What Documents Are Required?
Applicants should prepare scans or high-quality photos of the following papers:
Passport, first page and page with residence registration (for Russian citizens). International students are asked to prepare scans of all passport pages that have marks or inscriptions;SNILS (individual insurance account number);
INN (personal tax reference number; a screenshot from the Federal Taxation Service website will work);
MIR banking card and full banking details (HSE has contracts with the banks: ‘Branch No7701 VTB Bank’ MIR platform; Tsentralny Branch VTB Bank MIR platform; Sberbank Rossii MR platform).
How to Apply
Students can fill in a form with their personal data and attach scans or photos of the necessary documents through their personal LMS profile. Doctoral students are required to fill in a form (see Appendix 1 to the programme’s Regulations) and send it via e-mail to otbor2019@hse.ru, specifying ‘Doctoral Student’ in the subject line and attaching the full set of documents listed above.
The application period starts on April 29 at 3pm and closes on May 20 at midnight.
When Will the Results Be Announced?
Lists of students who are entitled to reimbursement in 2019-2020 will be published within five working days after the application period closes on the website of the Office of Dormitories, Hotels, Sports and Recreation Centres.
What Should I Do After the Results Are Published?
Those who pass the selection process should contact the director of their dorm before July 21, 2019, and sign an agreement to terminate their rental contract. Then, they will have to vacate their room by July 30, 2019.

A special feature of the 2019 campaign is the opportunity for first-year doctoral students to get a reimbursement. In addition, together with the IT Office, we’ve improved the LMS module used for managing this procedure. The new version has taken into account FAQs from applicants, and also includes an opportunity to reload documents if there are issues with the quality of photos or the completeness of papers submitted.
