Educational Space of the Future: Dialogue between Russia and Uzbekistan
June 24–25, 2024, the Far Eastern Federal University (FEFU) in Vladivostok hosted the fourth Russian-Uzbek Educational Forum titled ‘Educational space of the future: new competencies, innovations, technologies.’ The participants of the forum discussed issues of workforce training, the use of advanced technologies in education and medicine, digitalisation of the educational process, and educational management. The event brought together leaders from Russian and Uzbek universities, officials from relevant government departments, and representatives from scientific and educational institutions, including HSE University.
Konstantin Mogilevsky, Deputy Head of the Russian Ministry of Education and Science, welcomed the participants. ‘In our practical work with Uzbek colleagues, we start from the premise that joint programmes and projects should primarily aim to improve education systems and achieve national priorities in scientific and technological development, addressing the socio-economic challenges of the regions of Russia and Uzbekistan,’ he noted.
The forum’s panel session on digitalisation and artificial intelligence for transforming higher education focused on key issues related to the application of technologies in the educational process. Anna Kozyreva, Director of the Project Office of the HSE AI Research Centre, explained how AI-powered services are being developed and implemented in HSE's educational process. She emphasised that AI is a valuable tool for enhancing learning efficiency, fostering creativity, and driving innovation. However, she acknowledged the ethical implications of using AI and the need for further research and development in this area.
‘Universities play a key role in the development of artificial intelligence, as they train specialists, create new technologies, and establish scientific schools. Exchange of experience and knowledge between universities in different countries is crucial for the successful advancement of this field. We must work together to create a strong and competitive community of researchers and developers in the field of artificial intelligence.’
The development of creative industries has become a priority for both Russia and Uzbekistan. Creative people form the core of the creative economy. The panel session ‘Education and the creative industry: shaping the economy of the future’ established the foundations for cooperation between Russia and Uzbekistan in terms of personnel training, developing networked educational programmes, and implementing joint projects in the creative field. Tatyana Abankina, Academic Supervisor of the HSE Institute for Creative Industries Development, presented proposals that sparked significant interest among Uzbek colleagues. Among the developments presented, there was the ‘Creative City’ platform, which combines educational initiatives, creative projects, and talented individuals. Also, there was the ‘Genius of Place’ digital competition platform, as well as offline bachelor's programmes and online master's programmes in ‘Management in Creative Industries.’ Officials from the Ministry of Tourism and Cultural Heritage of Uzbekistan expressed interest in HSE's methods and practices for assessing the creative potential of their country's regions. HSE University established direct contacts with leaders of universities, scientific institutions, and the Youth Entrepreneurship Support Centre of Uzbekistan for future cooperation.
Milana Iliushina, Head of the Department of Middle Eastern and African Studies at the HSE Institute of Asian and African Studies in St Petersburg, noted that the forum demonstrated the vast potential of Russian and Uzbek universities in the most promising areas of science and education development.
‘The Institute of Asian and African Studies in St Petersburg is discussing cooperation with colleagues from Uzbekistan across a wide range of areas—from studying medieval manuscript heritage to the challenges of international relations and strategic partnerships in the Asia-Pacific region. Modern Asian studies benefit particularly from the use of artificial intelligence methods and tools. Specialists in Asian studies at HSE University-St Petersburg are striving to master the methodologies for using modern AI platforms in education and research.’

HSE University and the Institute of Legislation and Legal Policy (ILLP) under the President of the Republic of Uzbekistan have signed a memorandum of intent, which will form the basis for a future cooperation agreement. The institute is a state expert research facility created within the framework of the New Uzbekistan Development Strategy. It plays a significant role in the examination of draft laws: an expert opinion from the ILLP is mandatory when considering legislative acts.
Lyceum Classes with Support from HSE: School Students from Uzbekistan Visit HSE University
HSE University has welcomed students of the International House Tashkent Academic Lyceum at TIIAME National Research University, Uzbekistan. The students are participants in the educational project 'Lyceum Classes with Support from HSE,' initiated by the International Admissions Office and implemented since 2022 in collaboration with faculties of HSE University and foreign educational institutions.
‘I Will Use the Holidays to Reflect on my Plans, Recharge, and Refresh Myself’
Over 450 international students from all over the globe currently study at the HSE Faculty of Economic Sciences. Some of them have recorded video greetings, talked about celebrations in their home countries, and shared their ideas on how to spend the winter holidays in Russia. Orientation Sessions for International Students: ‘Being at HSE University Today is a Dream Come True’
HSE University’s Support and Career Centre for International Students and Alumni has held orientation sessions for incoming international students. During the meetings, the centre’s experts explained the visa and migration support available, talked about extracurricular student life, and gave tours of the campus and the city.

Where Languages and Cultures Meet
The Bachelor’s in Foreign Languages and Intercultural Communication combines traditional approaches to foreign language teaching with innovative educational practices. The programme has attracted a lot of international students thanks to the opportunity to enrol in the English track and study all its courses in English. From Summer Schools to a Supercomputer: HSE Delegation Visits Uzbekistan
An official HSE University delegation representing all four campuses visited Uzbekistan from October 3–6. HSE managers, teachers and researchers met with their peers from partner universities and government agencies to outline new areas of cooperation, discuss joint projects, programmes, and activities for students, and hold lectures and master classes. ‘After a Year of Studying Here, I Can Say that HSE is a Free and Modern University’
Applications are underway for the HSE International Olympiad (HSE INTO), which is now available in Russian, English, and French. Winners of this competition can study at HSE University for free. The registration deadline is September 30th, 2022. The HSE News Service talked to some HSE University students who won admission as part of the Olympiad about their experiences.
Applications for Study Tour Experience Close February 13
Applications are still open for the Study Tour Experience, an international programme for international students who are considering applying for HSE master’s programmes this year. Participants (who will be selected as part of a competition) will be able to attend lectures and seminars at HSE University from February 21 to March 5. Participation is free of charge.
