Workshop held in Lipetsk, devoted to strategic planning
On 7 October, staff from the Institute of Public Administration and Municipal Management (A. Klimenko, N. Klishch and I. Stepanov) and from the Institute for Statistical Studies and Economics of Knowledge (M. Goland) took part in the workshop “Strategic Directions in Socio-economic Development of Lipetsk Region. New Approaches and Mechanisms to Determine Points of Economic Growth”.
Improving the operations of public civil servants
On 28 November, the Higher School of Economics, together with the Ministry of Labour and Social Protection of the Russian Federation held the conference “Enhancing the effectiveness and performance of public civil servants”. The conference was a practical event and was devoted to planned innovations in HR technologies and the public civil service.
More than 350 people took part in the conference, predominantly heads of HR departments in federal and regional authorities and representatives of the majority of scientific and educational establishments engaged in issues pertaining to public services.
Assessment of the effectiveness of the activity of public servants in Russia: practice and prospects
On 11 October 2013, the Civil Service Development Centre of IPAMM NRU HSE, in collaboration with the Parus corporation, held the conference Methodology and Practice in the Application by Public Bodies of Indications from Assessment of the Effectiveness of Results of the Activity of Public Servants. The conference was opened by IPAMM Director Andrey Klimenko, President of the Parus corporation A. Karpachev and Deputy Director of the Department for Development of Public Service of the Ministry of Employment and Social Protection of the Russian Federation E.A. Kovalkova.
Requirements for openness set a new format for the career of the public servant
On 3 April, as part of the XIV NRU HSE International Science Conference on economic and social development and under the auspices of the Open Government, a round table discussion was held on Public servants: working on the basis of principles of openness. In opening the discussion, Vice Rector of NRU HSE and member of the Expert Council of the Open Government Andrey KLIMENKO remarked that openness in this instance means, primarily, an assessment of the activity of public servants on the part of the end users of their services: the civilian society.
Specialist involvement of IPAMM in the Krasnoyarsk Krai School for Aspiring Public Administrators
A seminar on Public and Municipal Management has been held in Krasnoyarsk, as part of the School for Aspiring Public Administrators project to train the region’s management pool.
Specialist speakers at the event included member of the Federation Council Andrey KLISHAS, director of the Public Service Development Centre of IPAMM NRU HSE Nikolai KLISHCH and professor of the Department for Russian Constitutional and Municipal Law of the Moscow State Law Academy Ekaterina SHUGRINA.

On 27-29 July 2011, as part of the 003 Budgetary Programme Further education courses for public servants, involving foreign teachers, a training seminar was held at the Public Administration Academy under the President of Kazakhstan on Assessing the effectiveness of public bodies: methods and world practice. Scholars from Russia Vladimir Eliseenko and Nikolai Klishch, Candidate of Economics, were invited to appear at the seminar as specialists.
Double Degree is Double Value
On June 2nd the double degree master’s programme of the HSE Faculty of Public Administration and the London Metropolitan University Department of Law, Governance and International Relations was validated. Elena Guseletova, Head of this project and Head of the HSE International Educational and Research Center of Public Administration Department of International Cooperation, told us about this process and the new programme.
