According to the International Standard Classification of Education (ISCED) 2011, Candidate of Sciences belongs to ISCED level 8 - "doctoral or equivalent", together with PhD, DPhil, D.Lit, D.Sc, LL.D, Doctorate or similar. Candidate of Sciences allows its holders to reach the level of the Associate Professor.

Employment history
Since 2010 - member (from 2017 - as a professor) of the Faculty of Law, National Research University Higher School of Economics (HSE). In 2021 founded and headed the Chair of the International Dispute Resolution at the HSE School of International Law.
His current academic projects include the master's seminar "International Dispute Resolution", focused on the advocacy skills, professional conduct and procedural strategies.
Previously, he taught commercial arbitration and civil procedure at the St. Petersburg State University (where he also held the position of Assistant Provost for International Affairs), Russian Academy of National Economy and Public Administration (at the Executive MBA course) and the HSE, where he coached Willem C. Vis International Commercial Arbitration Moot teams (including the winner of the 25th Moot in Vienna).
From 2011 to 2021 was a key member of the team, which had initiated and organized the St. Petersburg International Legal Forum - a high-profile event that brings together the leading minds of the profession (more than 5 000 participants from 100 countries in 2019), and the Legal Forum Private Law Prize, which was described by the University of Oxford as "becoming to the international community of legal professionals as prestigious as the Nobel Prize".
Professor Galperin is an author of numerous articles and frequent speaker on range of legal topics. His comprehensive textbook "Court Enforcement" (six editions) is used in more than 50 universities throughout the CIS countries.
On 2009 was admitted as a Member of the Chartered Institute of Arbitrators and International Bar Association.
Included to the list of arbitrators of the International Commercial Arbitration Court at the Russian Chamber of Commerce and Industry (ICAC) - world famous arbitration institution, established in 1932. Currently is the ICAC Vice-President and member of the Governing Board.
Delegate at the UNCITRAL Working Group III: Investor-State Dispute Settlement Reform (since 2023).
Legal practice:
With nearly 20 years of practice, Mikhail's range of experience includes working with international institutions, serving as a top-level counsel to sovereign government and public companies, arbitrating international commercial disputes, practicing in global law firms and negotiating complex national and international legal instruments.
He personally presented positions at the UN Committee against Torture, Committee of Ministers of the Council of Europe, Grand Chamber of the European Court of Human Rights in Strasbourg (ECHR), Court of the Eurasian Union in Minsk, Dutch Supreme Court, as a lead counsel handled disputes in Russian, US, UK, UAE, Swiss, Swedish and French courts, in investment and commercial arbitration tribunals under the auspices of the PCA, SCC, ICSID, CAM Santiago with total amount of claims of USD 100 bln.
Acted as the Vice-Chairperson of the diplomatic session of the Hague Conference on Private International Law (HCCH), which adopted the landmark 2019 Convention on the Recognition and Enforcement of Foreign Judgments in Civil or Commercial Matters.
Since 2021 is the Deputy CEO, Chief Legal Officer of Inter RAO (MOEX: IRAO) - global player at the electric energy market.
In 2017 - 2021 - Government Agent of the Russian Federation in the ECHR, Deputy Minister of Justice (focused on cross-border legal cooperation matters, implementation of international human rights standards, building and leading team to represent the state in international cases).
Previously, progressed through increasingly responsible roles in the Russian Ministry of Justice before being appointed in 2015 Deputy Minister in charge of economic legislation, local governance and arbitration reform.
Before joining civil service held office of Foreign Operations Law Support Director for Ilim Group, a major pulp and paper company with operations in Russia, Europe and China, 50% subsidiary of International Paper Co. (NYSE: IP). Prior to that, he practiced in law offices of Ernst & Young (EY Law) and Chadbourne & Parke, specializing in investment law, M&A and dispute resolution.

In 2005 received Law Degree from St. Petersburg State University, summa cum laude (first in class of 300), where he was the Sobchak Foundation Scholar, published articles in a law school review and headed student's civil procedure society.
