Responsibilities
Lilia Ovcharova supervises HSE’s research and expert analysis in social policy and human capital (health care, culture, social aid), in particular:
- Providing expert analysis for governmental agencies as it relates to human capital development and use, social policy and living standards of the population;
- Promoting intersectoral and interdisciplinary socio-economic research carried out by HSE in social policy, social sphere development, human capital development and use;
- Developing social research relevant for the national economy and politics.
Initiator of the Human Capital Multidisciplinary Research Center created as part of a consortium of four organizations: National Research University Higher School of Economics, Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation and the Institute of Ethnology and Anthropology named after V.I. N.N. Miklouho-Maclay of the Russian Academy of Sciences.
Key responsibilities:
- Organizing government relations aimed at HSE’s involvement in expert analysis of social policy, social sphere development, and human capital development;
- Analysing the evaluation and promotion of the results of social research carried out by HSE departments;
- Coordinating the activities of HSE’s departments related to:
- conducting surveys in social policy, social sphere development, and human capital development;
- Organizing, evaluating and implementing applied research in social policy, social sphere development, and human capital development, commissioned for HSE by public authorities;
- Supervising the Institute for Social Policy.

Russia and China: A New Cooperation Trajectory Developed at HSE University
A unique approach to measuring human well-being has been developed at HSE University, opening up new opportunities for international collaboration. Russia and China, both of which have significantly reduced poverty in recent years, demonstrate a unique potential for joint efforts in this area. 'Our Сentre is a Major Multidisciplinary Project'
Meeting in April, the HSE Academic Council discussed the results achieved by the Human Capital Multidisciplinary Research Centre in 2020-2023 and its plans for the future. Lilia Ovcharova, HSE Vice Rector and initiator of the Human Capital Multidisciplinary Research Centre, presented an overview of the progress made, stating, in particular, that 25 subdivisions of HSE University are involved in the Centre's work and more than two thousand early-career researchers and students have been trained at the Centre. Rospatent (the Russian Federal Service for Intellectual Property Rights) has registered 22 intellectual property objects (IP objects) produced in the framework of the Centre's operation, and 28 educational products have been prepared by the Centre.

Human Capital Multidisciplinary Research Centre Presents Results to International Supervisory Board
The Human Capital Multidisciplinary Research Centre, established in 2020 and coordinated by HSE University, recently held a session of the International Supervisory Board and presented work results for the period of 2020-2022 along with plans for 2023-2025, including fundamental and applied research in the field of human development, creation of unique empirical databases for the development of evidence-based social and economic policies, and the introduction of digital approaches in humanities and social sciences.

As part of the XXIII Yasin (April) International Academic Conference, HSE University held a meeting between HSE scholars and Anton Kotyakov, Minister of Labour and Social Protection of the Russian Federation.
