Regionalization of the Civil Service in the Russian Federation
The article devoted to the problem of decentralization vs centralization of civil service in Russia. It is shown that the new phenomena of quasi-Federal level of Federal districts made the system of civil service in Russia more complex. Distribution of responsibilities is drifting toward its accumulation in the Federal distcicts.

HSE BA and MA programmes in public administration have received European accreditation by the EAPAA.
From Shanghai to Guangzhou and Back: HSE Lecturers Visit Chinese Universities
Staff members from the HSE Faculty of Social Sciences have made over 50 trips to international conferences in the past year. Alexander Kalgin, Lecturer at the School of Public Administration, shared his impressions about the International Symposium on Development and Governance in BRICS countries in Shanghai, and a visit to Guangdong University of Foreign Studies in Guangzhou to discuss a joint research project and to meet with representatives of the university administration responsible for international education cooperation.

On September 24-25, the International Symposium on Development and Governance in BRICS was held at Fudan University in Shanghai. The event was organized with the support of the Chinese Society for Public Sector Reform.
International Conference ‘State and Political Discourse in Russia’ Held in Venice
On June 17-18, Venice hosted the International Conference ‘State and Political Discourse in Russia’, organized by the Italian Foundation for Reset Dialogues on Civilizations (ResetDOC). The HSE was one of the co-organizers of the conference, together with London School of Economics and Political Science, Davis Center for Russian and Eurasian Studies (Harvard University), and others.
Conference in Budapest
On October 15-16, an international conference ‘Public Service Innovation and the Delivery of Effective Public Services’ was held in Budapest. The event was organized by the National University of Public Service (Hungary) and the University of Edinburgh (Great Britain). S. Osborne and R. Carmen, two scholars renowned for their innovations in public administration, also took part in the event.

On 15-16 October the international conference Public Service Innovation and the Delivery of Effective Public Services was held in Budapest, organised by the National University of Public Service (Hungary) and the University of Edinburgh (UK). Participants includes leading scholars in the introduction of innovation into public management, such as Stephen Osborne and R. Carmen.
Yaroslavl Region will see the introduction of a technique to enhance the performance of administrations
For two years, experts from the Institute of Public and Municipal Management, NRU HSE and the Regional Development Department of Yaroslavl Region have been working on enhancing the performance of municipal administrations. Intermediate results were considered on 25 September at a meeting with heads of local authorities, hosted by Deputy Governor Yuri Boiko.
Summer School of the Public and Municipal Management Department and the Fulbright Programme (7 – 12 June 2015)
From 7 to 12 June 2015, as part of collaboration between NRU HSE and the Institute of International Education (the Fulbright Programme), an International Summer School was held on “Sustainable Development of Municipal Agglomerations”. The Summer School was organised by the Public and Municipal Management Department of the National Research University Higher School of Economics and the Fulbright Programme in Russia. This Summer School was a continuation of a series of summer schools, arranged jointly with the Fulbright Programme (2012, 2013), devoted to various aspects of the theory and practice of sustainable development.
Improving the operations of public civil servants
On 28 November, the Higher School of Economics, together with the Ministry of Labour and Social Protection of the Russian Federation held the conference “Enhancing the effectiveness and performance of public civil servants”. The conference was a practical event and was devoted to planned innovations in HR technologies and the public civil service.
More than 350 people took part in the conference, predominantly heads of HR departments in federal and regional authorities and representatives of the majority of scientific and educational establishments engaged in issues pertaining to public services.
23 Academics from HSE Appointed to the Government Expert Council
The new makeup of the Expert Council to the Russian government has been confirmed. It includes 366 members, 23 of whom are HSE staff.
Public administration: two strategies for how higher education institutions can cooperate
At the end of October a meeting was held in Budapest of representatives of organisations forming part of NISPAсее — the Network of Institutes and Schools of Public Administration of Central and Eastern Europe. Russia was represented at the meeting by the department for public and municipal management of the Higher School of Economics. Comment by dean of the faculty Alexei BARABASHEV.
Results of the international APPAM conference Improving the Effectiveness of Public Services, held 28-29 June at the Higher School of Economics
First Vice-rector of the HSE Lev Yakobsen, Professor Douglas Besharov of the School of Public Policy at the University of Maryland, Alexei Germanovich, Public Projects Director at Moscow’s Skolkovo School of Management, Russian Deputy Minister for Communications and Mass Media Ilya Massukh and other forum organisers and founders all welcomed participants to the opening of the conference. In his report at the first plenary session, HSE’s Vice-rector Andrei Klimenko spoke about the development of public administration in Russia and summarised the key aspects of the process. The speech of the Dean of the HSE Faculty of Public Administration Alexei Barabashev during the conference’s second day was dedicated to the history of public service reform in modern-day Russia and elaboration of a new system for assessing the effectiveness of public servants.

On June 29th the second plenary session of the APPAM (Association for Public Policy Analysis and Management) international conference ‘Improving the Quality of Public Services’ took place at the HSE.
‘We Shall Discuss the Key Problems of Public Administration’
On June 28th and 29th an international academic conference ‘Improving the Effectiveness of Public Services’ will take place at the HSE. The co-organizer of the conference is the international Association for Public Policy Analysis and Management (APPAM) which is holding its annual external conference in Russia for the first time. Alexey Barabashev, Dean of the HSE Faculty of Public Administration, spoke to us about the conference.
