Abstract

This course will examine in detail the reforms that have contributed to China’s economic development and the current challenges facing the Chinese economy. Students will learn how China has evolved from being one of the world’s poorest countries, saddled with an inefficient, inward-looking economy to the world’s largest trading nation, contributing more to global economic growth than any other nation. Learning Objectives

To learn how China has evolved from being one of the world’s poorest countries to the world’s largest trading nation

Expected Learning Outcomes

Be able to explain the importance of different sources of economic growth during different periods since 1978
Be able to assess the extent to which China has integrated itself into the global economy and the consequences of such integration for China and other countries
Be able to explain how features of China’s fiscal and financial systems have impacted development outcomes
Know and understand the origin and consequences of China’s key economic reforms since 1978;
Be able to critically assess the economic and policy challenges facing China going forward

China’s Gradualist Reforms
In this chapter, students will be introduced to China's gradualist reforms. Topics: 1) Institutional Change 2) Reform Overview 3) Decollectivization of Agriculture 4) The Rise and Fall of Township and Village Enterprises (TVEs) 5) The Problem of State-owned Enterprises
Fiscal and Financial System Reform
In this chapter, students will focus on China's fiscal and financial system reform. Topics: 1) Fiscal Decentralization: Pros and Cons 2) Reforming the Fiscal System 3) The Soft Budget Constraint 4) Reforming the Financial System 5) Shadow Banking: Threat or Opportunity?
Globalization: Trade and Foreign Direct Investment
In this chapter, students will focus on China's trade and foreign direct investment. Topics: 1) International Trade: Performance and Policies 2) Trade and Development 3) Foreign Direct Investment 4) China’s Outbound Foreign Direct Investment 5) Internationalization of the Renminbi
Economic Growth and Structural Change
In this module, students will focus on China's economic growth and structural change. Topics: 1) Sources of Growth 2) Structural Change 3) Resource Misallocation 4) Productivity Growth
Governance and Current Challenges
In this chapter, students will focus on China's governance and current challenges. Topics: 1) China’s Governance Puzzle 2) Incentivizing Local Leaders 3) Economic Challenges 4) Rebalancing Growth 5) Challenge of Rising Wages
