Course Syllabus

Abstract

The course is focused on the formation of professional competence of students as future civil servants. The purpose of the course is to develop an instrumental view of governance as a social, economic and political system. The course discusses instrumental dimension of public administration and governance, fundamental tools of public administration, and new tools of public governance in contemporary world. Workshops are mostly devoted to policy analysis as the assessment tool. Students are encouraged to understand tasks, rules, and contemporary approaches to public policy analysis.

  • To introduce students to the major concepts and methods of public policy analysis and the application of public administration tools and technologies.
  • To explore the basic principles and methods of policy documents analysis.
  • To develop critical and analytical skills that could be applied in students’ term papers and projects.

Assessment Elements

Assessment Elements

  • non-blocking Presentation
    Students prepare a detailed presentation of one of the methods of policy analysis (Five-E, Rational Model, evidence-based models, Eightfold path, etc.). Presentation form: oral presentation, written abstracts (up to 7000 characters). The written text must be prepared in accordance with the HSE University's rules for performing written works, including the citation rules.
  • non-blocking Project: The Policy Research Report
    The Policy Research Report should be written as a response to any Governmental body’s potential request. The goal is to write a proposal for how you suggest to evaluate the public program / public policy / innovative initiative / etc. The problem to elaborate can be focused on digitalization/digital government transformation, nudging technologies or other PA technologies). Format: 5-7 single-spaced typed pages; presentation to be discussed in class (5-10 slides).
  • non-blocking Peer evaluation
    The assessment of the work of a colleague by using the giving criteria. Written assignment (1-2 pages).
  • non-blocking Class Participation
    Students are expected to come to class prepared; contribute to the conversation; make thoughtful contributions based on the literature that advance the conversation; participates actively in all group activities and mini-tasks.
