Course Syllabus

Abstract

In this course, we will examine how multilingual language use has become part of the social fabric of the globalized everyday life with reference to language policy and planning in different countries. More specifically, we will investigate the specificities and draw comparisons of different language rights and how they are implemented in various parts of the world. In addition, attention will be paid on the challenges that policy-makers face in their attempts to regulate language behaviour of individuals or groups. We will also look at factors as well as the process that contribute language inequality: promoting national/official languages while disregarding language varieties of minority groups in the multilingual environment of today’s globalized world.

    Form a group with 3-4 members early so you have time to meet. Choose a question “Why should the state maintain or eliminate linguistic diversity?”, “Why is an official status for languages a good or bad solution?”, “Why is official bilingualism a good or bad solution?”, “Why the state should or should not introduce compulsory study of languages?”, “Why language requirements should or should not be presented from public officials?” Choose a case study to develop the arguments for and against the proposed ideas in the field of language policy. Divide the tasks, ideally with two people in support and two against the proposition. Develop and present the arguments, using the relevant ideas and researching the case(s) to develop the argumentation line. Create a presentation (e.g. Powerpoint, Prezi, webpage). The MAXIMUM time you have to present in is 15 minutes! So be sure to practice and time yourselves.

    You will be given a concept, key term or idea from Language Policy. (1) Define it briefly and clearly. (If there is a standard definition you may either quote it or cite where it is published.) (2) Explain how the idea works, critically, noting e.g. any problems with it or differences in how it is interpreted/applied. Each of the two points should have one paragraph, not more than half a page.

    Individually: 1) Choose a problem / a real-life conflictual situation that involves the language policy issues discussed during the group presentations. You can choose the case study presented by your group or some other case study. 2) On the basis of the group presentations and the discussions, write a “policy memo” to decision-maker presenting the arguments of why the decision should or should not be taken (find in the internet some instructions on how to write a policy memo). Discuss the arguments for and against your proposed solution applied to that particular situation, remember to present a solid theoretical justification for your policy analysis. The whole paper should be no more than 2 pages (you may give references on a 3rd page). The point is to explore arguments and apply ideas in doing policy analysis, not to demonstrate mastery of the literature.

    In order to get 9 or 10 points, you have the option of writing the second short paper on the basis of another group’s presentation or some other case study.
