108 Tools for Measuring and Managing Innovation
'National Report on Innovation in Russia' is published, for the third year in a row prepared by the Russian Venture Company (RVC), the RF Ministry of Economic Development, and the RF Government’s Expert Council. Experts from the HSE Institute for Statistical Studies and Economics of Knowledge also contributed to producing the report. They suggested a number of advanced research methodologies and new indicators for measuring innovation development in the country. The indicator panel applied in the new report comprises 108 positions.

Clusters as Drivers of Smart International Collaboration: European Experience
300 participants from 25 European countries took part in a joint effort to design the image of future clusters in the scope of the 2nd GROW your REGIOn conference in Valencia. Ekaterina Islankina, Researcher at the HSE ISSEK Russian Cluster Observatory, studied European experience and told the colleagues about Russian cluster initiatives, support programmes, and approaches to promoting smart specialisation in Russian regions.
Cluster Policy: Reaching Global Competitiveness
The publication prepared by the Ministry of Economic Development of the Russian Federation, Joint stock company (corporation) “Russian Venture Company” and the National Research University "Higher School of Economics", is devoted to the results of the competitive selection of clusters participating in the priority project of the Ministry of Economic Development of the Russian Federation "Development of Innovative Clusters — leaders in world-class investment attractiveness".
Innovations go East!
Russia proposes stepping up international cooperation to support innovative clusters, fast-growing high-tech companies, and technology commercialisation in the APEC. The Russian delegation presented relevant initiatives on innovation-based development in the Asia-Pacific region (designed with the participation of HSE expert) at the 10th meeting of the APEC Policy Partnership on Science, Technology, and Innovation (May 11-13, 2017, Hanoi, Vietnam). The proposals were accepted, and their implementation will start in the autumn of 2017.
HSE Experts Estimated Federal Policy’s Impact on Russian Cluster Initiatives
Evgeny Kutsenko, head of HSE ISSEK Russian Cluster Observatory, presented results of a study of Russian cluster initiatives at the 56th Congress of the European Regional Science Association (ERSA 2016) hosted in August by the Vienna University of Economics and Business.
